The Special Adviser on the Responsibility to Protect is mandated to lead the further conceptual, political and institutional/operational development of the Responsibility to Protect principle and its implementation by the United Nations, Member States, regional and sub-regional arrangements and civil society.

In particular, the Special Adviser on the Responsibility to Protect engages with Member States, civil society and the United Nations system to develop further political and institutional consensus on the Responsibility to Protect principle and to advance implementation of the principle. The Special Adviser and the staff of the Office work to integrate the Responsibility to Protect into the work of the United Nations system and to assist the General Assembly, the Security Council and other United Nations entities in their consideration of the Responsibility to Protect principle. The Special Adviser and the staff of the Office also assist the Secretary-General in the preparation of annual reports on the Responsibility to Protect that are submitted to the General-Assembly, as well as with briefings, research and statements related to the Responsibility to Protect and strategies for advancing the concept. In addition, the Special Adviser and the Office encourage other inter-governmental bodies to con¬sider ways of developing and integrating Responsibility to Protect perspectives into their work. They also organize and participate in high-level events on the implementation of the principle around the world.
